Project Safety Manager

The Project Safety Manager will work as in integral part of the Project Management Team by assisting the Superintendent and project staff in managing all safety and loss control aspects of this construction project. In addition to their project safety responsibilities, they shall participate in and complete all tasks designated to them by the Corporate Safety Director. Positions reports to the Corporate Safety Director.

Essential Duties and Responsibilities:
•Assists the Corporate Safety Director and Project Superintendent in adhering to company safety policies.
•Build working relationship with project staff/employees and subcontractor staff/employees.
•Assist in the development of the project safety program.
•Establish and conduct jobsite orientation for all employees working on the project (company & subcontractor) and document participation.
•Establish and conduct/facilitate additional safety training to promote project safety awareness.
•Participate in preconstruction safety meetings with company and/or subcontractor supervision to review their scope of work and ensure appropriate safety procedures/best practices are established and understood prior to subcontractor’s activity on site.
•Audit “Daily Pre-Work Meeting” process
•Participate in and/or conduct site wide safety meeting for all subcontractors once per week.
•Conduct regular (daily) jobsite and work area inspections. Prepare written reports of any violations or unsafe practices to subcontractors for immediate corrective actions (DBO2) Follow up with subcontractors to ensure corrective actions are understood and implemented.
•Stop at once any imminent danger violation
•Investigate WC & GL claims and (company and Subcontractors) and generate proper records.
•Assist in claims management process.
•Ability to quickly adapt to a fast paced and dynamic working environment.
•Perform additional duties as requested.

A four year degree in Safety and Health or equivalent is preferred with at least five(5) years of “in the field” construction safety experience or combination of education/multiple years experience in building construction, with a working knowledge of safety/environmental principles and techniques.
•Capable of identifying known potential exposures and recommending corrective actions.
•In depth knowledge of Federal, State and Local regulations covering construction project safety.
•Computer skills and familiarity with Microsoft office suite programs.
•Strong management, leadership and interpersonal skills with the ability to communicate well both verbally and in writing.
•Previous experience in Healthcare renovations and Infection Control a plus.
•Bi-Lingual (English/Spanish) a plus.
OSHA 500 Certification a plus.

NVR seeks a highly qualified and motivated Director of Safety, Health and Environmental, who has business savvy and strong leadership skills. This position requires a candidate who can effectively 1) design and deliver a professional and comprehensive annual safety plan; 2) promote a positive safety culture; 3) coordinate work of existing in-house safety, health and environmental programs; and 4) maintain good working relationships with NVR employees and subcontractors. Through effective leadership and communication at all levels of the organization, this individual will have the proven ability to partner effectively with senior operating and corporate executives, building and developing a strong commitment to, as well as strong support for, safety, health and environmental functions throughout the organization.

The Director of Safety, Health and Environmental will be primarily responsible for directing and assuring complete observance to NVR policies and procedures; corporate initiatives; and local, state and federal safety criteria. In addition, the incumbent will direct and oversee all safety, health and environmental activities as dictated by Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) standards and guidelines with specific emphasis on manufacturing and homebuilding areas. Responsibilities:

  • Maintain a network of safety, health and medical experts for advice and consultation on occupational safety, health and environmental matters.
  • Design and develop an on-boarding process by which new subcontractors can demonstrate their safety training methodologies and offer full disclosure of their safety records
  • Serve as liaison with local, state and federal regulatory agencies. Represent NVR during homebuilding site and manufacturing plant inspections by government agencies.
  • Audit safety, health and environmental activities. Report and track results and follow-up on actions designed to correct and/or improve conditions and comply with regulations.
  • Implement systems to accurately maintain safety, health and environmental records to ensure data is available for reference, analysis and reporting. Report data to NVR corporate, regional and division management and implement/monitor corrective actions where necessary.
  • Properly coordinate with Human Resources Department all matters where HR policies and procedures relate to the safety and health of employees including: benefits, disciplinary actions, drug tests, employee relations, employment screenings and work restrictions.
  • Direct all environmental permitting activities including NPDES program permits (surface, groundwater and storm water).
  • Prepare and file all necessary environmental reports for facilities including SARA Title III Tier Two reports, NPDES DMRs and other state-required reports.
  • Direct all relationships and communications with USEPA/DEP.
  • Negotiate all enforcement actions, notices of violation, informal settlement agreements, administrative orders and permit agreements with local, state and federal governmental environmental agencies.
  • Represent the company on all contested OSHA enforcement actions, citations, informal conferences and settlement agreements.
  • Identify, develop and implement economically feasible solutions to safety, health and environmental issues/problems for the company’s operations.
  • Coordinate workers’ compensation activities, loss control programs, risk engineering and fire protection planning with the company’s insurance providers.

  • Track new regulations as they develop. Formulate and implement policies, procedures and programs for compliance.

ESSENTIAL JOB FUNCTIONS

  • Develop policies and procedures as a formal system to ensure compliance with all applicable federal, state and local occupational safety regulations, applicable industry standards and company procedures.
  • Develops and implements accident investigation, data analysis and recurrence prevention programs and procedures.
  • Maintain the company’s material safety data sheet library and log of occupational injuries and illnesses.

  • Assist the Supply Chain Sustainability Manager with implementation and operation of the company’s EHS management system based in ISO 14001.
