Sr. Safety Professional (7/20/10)
The Virginia Department of Transportation (VDOT) Safety and Performance Management Division is seeking a Statewide Safety Compliance Manager for the NOVA District to reduce losses to the agency of its people, property, and within the working environment of assigned region by implementing hazard control programs and by evaluating the effectiveness of the programs; and to ensure compliance with all federal/state OSHA standards, codes, laws, regulations, and agency safety policies/procedures by all agency personnel.
Minimum Qualifications: The ideal candidate shall have knowledge of industrial and motor vehicular accident investigation techniques, OSHA standards; and safety equipment. Ability to communicate orally and in writing; meet and work effectively with all levels internal/external customers; analyze, prepare technical reports and make oral presentations; interpret and make application of codes, laws, standards, regulations, and agency policies, procedures, and guidelines. Basic computer skills including, but not limited to Windows-based word processing, spreadsheet/dbase applications. Vehicle operator license, HAZWOPER site worker certification; American Traffic Safety Service Association (ATSSA) Traffic Control Technician or Supervisor certification. Instructor certifications with the American Red Cross or the National Safety Council Instructor certification in Standard First Aid, Community First Aid and Safety, Community CPR, CPR for the Professional Rescuer, and Automatic External Defibrillation procedures. Instructor certification in National Safety Council as Defensive Driving Instructor in Defensive Driving Course 6/8 and Defensive Driving-Professional Truck Driver. Successful completion of an accredited accident investigation and reconstruction course-basic and advanced levels e.g. Virginia University System Transportation Safety Training Center (VUS-TSTC). Math skills at the algebra II level required. High School graduate with significant directly related safety experienced required.
Preferred Qualifications: VDOT Flagger certification preferred. Advanced degree in employee safety and health or related field preferred.
Special Requirements: This position requires a DMV record check. This position requires a criminal history background check. This position requires the submission of a Statement of Economic Interest (financial disclosure).
Special Instructions to Applicants: Travel required within assigned region, with occasional statewide travel. This Safety and Health Manager will report to the Human Relations Manager.

The Safety and Health Manager is responsible for ensuring compliance with all Federal, State, and Local Regulations, Standards, Codes and Company Policies for the Hunt Valley Plant (HVP). This role has three major areas of responsibility which include a behavior based injury prevention process, worker’s compensation management including medical case management, and regulatory compliance. This Safety and Health Manager must apply the principles of the McCormick High Performance, Daily Management, and Health and Safety methodologies to sustain a management system and culture that drives continuous improvement to prevent incidents, accidents, and related losses for a population of 700 people, 3 major businesses and all support functions including packaging, processing, warehousing, materials management, distribution, etc. This manager must fully integrate Health & Safety into the facility’s daily operations to achieve the business objectives while maintaining a healthy and safe workplace. This Safety and Health Manager must also keep abreast with “best in class” industry standards.
Other Responsibilities:
- Develop and manage a comprehensive behavior-based safety program insuring safe practices, injury/illness prevention processes, regulatory compliance, OSHA compliance, and emergency preparedness and contingency planning, Inclusive of this are programs for all contract employee’s who work at the Hunt Valley Plant. Prepare and manage an OSHA preparation and response program designed to train staff should an OSHA inspector arrive at the Plant. Must consistently advance the behavior based process of safety observations and develop preventative action plans.
- Develop, formalize and implement health & safety provisions/processes in all functions at the Hunt Valley Plant by employing process hazard analysis, job safety analysis and safe job procedures and risk assessment.
- Oversee and audit all plant safety training activities, including monthly department and business unit safety audits tied to the scorecard. Develop safety measures for plant scorecard to drive performance improvements.
- Identify historical loss experience and statistical improvement goals for both short term and long term action planning.
- Collaborate with the Plant Manager on the development and execution of the annual strategic safety plan for the site which engages and empowers the leadership team through technician levels. The safety plan must include identification of champions for each safety component, timelines, deliverables, and training.
- Develop, communicate, and sustain hourly safety committees. Developing the purpose and processes is part of this role. Additionally, this role is responsible for the development of the safety expanded leadership technicians.
Qualifications:
- BS or BA in Industrial Hygiene or Safety, Physical or Life Sciences, Engineering or related field required; Masters Degree preferred
- ertified Safety Professional or Certified Industrial Hygienist strongly preferred
- Minimum 10 years of current experience in industrial health and safety in the manufacturing industry required
- Minimum 5 years of management level experience in a large manufacturing plant with a moderate to high degree of variation in processes
- Knowledge and proven experience with OSHA and State safety regulations required with emphasis in areas of dust collection/management, machine guarding, lock out/tag out, hoists, explosion safety, and radiation management
- High level of development/proficiency in strategic leadership, personal and team leadership, managing complexity, and technical knowledge/experience required

Essential Duties and Responsibilities:
- Display leadership, teamwork and strategic planning ability as a member of TI Executive Team.
- To promote and model leadership safety and ensure projects operate in a manner consistent with Transfield Services values and safety best practices. Responsible for developing and implementing company EHS policies and programs which reflect industry best practices.
- Design, implement, incorporate and direct execution of EH&S policies, procedures and programs that support Company safety standards throughout the organization. Maintain and continues to develop EHS systems as necessary. Responsible for managing the workers’ compensation loss control program including claims, benefits, compensation and modified work programs. Approves and negotiates settlement of claims.
- Responsible for enforcement and compliance with all EH&S regulations including maintaining the documentation, tracking and statistical reporting for all regulatory agencies (EPA, OSHA, etc.)
- Ensure proposed EH&S initiatives are aligned with Transfield’s corporate strategy. Advise leadership of associated EH&S risk management issues and take proactive steps to manage risks. Plan, direct and implement EH&S programs to ensure compliance with organizational performance standards and philosophies.
- Responsible for overseeing and providing appropriate training programs and requirements are developed and implemented to ensure the safe operations of our workforce including the development of annual Site Safety Plans in cooperation with Project Managers.
- Coach management in all matters of compliance and safety. Provides direction, mentor, advice and guidance to management, supervisors and employees. Motivate toward improved safety attitudes, intervention, near-miss reporting and incident reduction.
- Assist in positively promoting client facing activities to advance commercial and contractual relationships.

- Provide strategic solutions on EHS matters to the organization.
- Ensure proper management of the Return to Work Program.
- Support the Management Team on all client presentations.
- Conduct risk assessments, safety reviews and audits. Identify, prevent and resolve EH&S deficiencies in the workplace. Conduct and review incident investigations to establish root cause in an effort to prevent recurrences. Recommends discipline and/or remedial actions as necessary.
- Ability to create and sustain the safety culture throughout the organization.
- Generate monthly reports and statistical reporting in a timely and efficient manner.
Knowledge, Skills and Abilities: Demonstrated knowledge and experience in developing, implementing and maintain EH&S management systems. Demonstrated knowledge and experience in workers’ compensation programs. Knowledge of federal, state and local regulations and reporting procedures. Strong technical and occupational knowledge of best practices and industry standards as related to EH&S matters. Exposure to sound knowledge of risk management principles. Must be experienced in incident and accident investigation methods. Effective communication skills including, verbal, written and presentation. Must have proficient computer skills. Strong leadership and organizational skills.
This position requires a highly developed sense of safety awareness and perceptive ability. You must have the ability to recognize hazards inherent in routine and non-routine tasks and make adjustments to avoid loss, injury or accident. You must be able to communicate with co-workers safety instructions. You must be able to think clearly and focus on your safety in your immediate surroundings, while using tools and equipment, while driving or operating equipment. You will be required to wear Personal Protective Equipment (PPE) appropriate to your job. As saftey manager, you are required to lead by example; encourage co-workers and supervised employees to correctly use PPE; follow proper safety rules of conduct, take appropriate corrective actions, including the initiation of disciplinary action to enforce the use and observance of PPE and safety rules within your area of responsibility.
Minimum Education & Experience:
- Formal Education: B.S. Degree in Safety Management or other EH&S related discipline required. Post graduate qualifications will be well regarded.
- Work Experience: 10 – 15 years of EH&S experience with 5 years previous management/supervisory experience required. Construction or maintenance industry preferred.
- License and Certifications: Valid driver’s license (required), Certified Safety Professional (CSP), Associate in Risk Management (ARM) (highly preferred)
Physical Demands: The employee is regularly required to sit for long periods of time and occasionally stand and/or walk for short periods of time. Use hands to finger; reach with hands and arms. Vision abilities include close and distance vision, and ability to adjust focus.
